Mr. Perry graduated from New York University in 1891, Class Orator. He was the only member of his class to hand in his examination papers for the Bar written in Latin. His percentage was so high that he was asked by the examining officials to pass on the papers of his fellow students.
He was for a number of years correspondent to the Courrier Des Etats-Unis a newspaper printed in French and published in the United States.
In 1906 he was recommended for the consular office to Haiti, but declined. He represented and was Attorney for President Nord, of Haiti for several years.
Mr. Perry is an authority on Hebrew Works and the Talmud, speaks the Hebraic language and had written a Hebrew grammer for private circulation.
His book, “A sketch of the Philosophical Systems,” of which only five hundred copies were printed, cost over $10,000.
For his work in behalf of French Literature, he was made a member of the Societé Academique d’Historie Internationale, awarded a diploma and a Gold Medal.
During the World War, Mr. Perry was granted a personal interview with the President of the United States, Woodrow Wilson, and as a result of that talk a special appropriation of 425,000 was made by the U.S. Government in behalf of the Colored soldiers.
